A joint and ongoing journey: the creation of the Global Alliance against Hunger and Poverty

The G20 ministerial meeting, scheduled for July 24 in Rio de Janeiro, marks a key stage in constructing the Global Alliance against Hunger and Poverty. The meeting should formalize the initiative's constitutive documents and thus enable interested countries to join.

"This Alliance has the potential to accelerate our efforts and better align our support and commitment, both nationally and internationally. We need to implement proven policies that can make a difference in the lives of the most vulnerable individuals," said the Brazilian Minister of Social Development and Assistance, Family, and Fight against Hunger, Wellington Dias. 

The idea of forming the Alliance originated with President Luiz Inácio Lula da Silva and was first proposed during Brasil's participation in the G20 Summit in New Delhi, India, last year. Since then, it has been further developed during Brasil's current group presidency. Open to all countries, the Alliance aims to coordinate actions and foster technical and financial partnerships to support the implementation of national programs in participating countries, drawing from a range of successful policies to combat hunger and poverty.

Throughout the year, a Task Force comprised of the Ministry of Social Development and Assistance, Family and Fight against Hunger (MDS), the Ministry of Foreign Affairs (MRE), and the Ministry of Finance (MF) met several times to move the proposal forward and lay out the framework for the Alliance.

In extensive collaboration and dialogue, consensus was reached between various international delegations, with the participation of G20 members, guest countries, and international organizations, to finalize the documents supporting the initiative.

The path to building the Alliance

At the first meeting, held virtually in February, the participating countries welcomed the approach that the Alliance should serve as a practical mechanism for implementing effective national policies against hunger and poverty. Nations from all continents, along with international organizations, volunteered to collaborate in creating a collection of successful public policy experiences in combating hunger and poverty.

The second in-person meeting advanced the negotiations and provided around 50 delegations with an in-depth look at Brazilian public policies aimed at combating food insecurity and poverty. For example, technicians visited the Social Assistance Reference Center (CRAS) in Ceilândia Norte, in the Federal District. The delegation gained insights into the functioning of the Unified Social Assistance System (SUAS) and the Unified Registry (Cadastro Único).

The next step is the ministerial meeting on July 24, where the ministers of the G20 countries will review and adopt the texts. Following this, the Global Alliance Against Hunger and Poverty will be fully defined and open for membership. The official launch of the Global Alliance is anticipated in November, in Rio de Janeiro, during the G20 Leaders' Summit.

In May, another significant step was taken towards putting the Alliance into action. Over 50 international delegations, including G20 countries, guest countries, and international organizations, agreed upon the Terms of Reference and Governance Framework for the Alliance. They also established the criteria for the basket of public policies to be supported by the Alliance and the model for the Declarations of Commitment, which every Alliance member must sign. The following month, the Task Force completed all the technical documents supporting the initiative in a virtual meeting.

The next step is the ministerial meeting on July 24, where the ministers of the G20 countries will review and adopt the texts. Following this, the Global Alliance Against Hunger and Poverty will be fully defined and open for membership. The official launch of the Global Alliance is anticipated in November, in Rio de Janeiro, during the G20 Leaders' Summit.
