The Third G20 Global Partnership for Financial Inclusion Meeting

The Third G20 Global Partnership for Financial Inclusion Working Group (GPFI) meeting under G20 India Presidency was held from June 24-26, 2023 in Bali, Indonesia. As a pre-event to the meeting, a Seminar on “Digital Public Infrastructure (DPI) for Advancing Financial Inclusion and Productivity Gains towards attaining Sustainable Development Goals” was held on June 24, 2023. 

The Seminar commenced with an inaugural address by Ms. Filianingsih Hendarta, Deputy Governor of Bank Indonesia. Distinguished speakers including Ms. Liv Marte Nordhaug (Co-Lead, Digital Public Goods Alliance (DPGA)) Ms. Keyzom Ngodup Massally (Head of Digital Programming, UNDP Chief Digital Office) and Mr Siddharth Shetty (Co-founder, Sahmati) discussed the enormous benefits and design elements of DPI through which DPI can generate multiplier effects for accelerating financial inclusion and productivity gains.

The Seminar hosted a panel discussion on Experience Sharing on Digital Public Infrastructure for Advancing Financial Inclusion and Productivity Gains towards attaining Sustainable Development Goals (SDGs) moderated by Shri Chanchal Chand Sarkar, Economic Adviser and GPFI lead, Government of India. The panelists Mr Mauricio Moura (Deputy Governor for Institutional Relations, Citizenship and Conduct Supervision, Central Bank of Brazil), Ms. Yunita Resmi Sari, (Executive Director of MSMEs Development and Consumer protection Department, Bank Indonesia), Mr. Haitham Al Ghulaiga (Senior Advisor, Saudi Arabia Monetary Authority, Saudi Central Bank), Ms. Özlem Oktay (GPFI Lead, Head of Division, G20 Global Partnership for Financial Inclusion (GPFI), Ministry of Treasury and Finance, Republic of Türkiye).

The GPFI Plenary was held from June 25-26, 2023. Spanned across five sessions over two days, the meeting saw detailed deliberations on the key priority areas of the GPFI, which includes work on leveraging Digital Public Infrastructure for financial inclusion and productivity gains, Digital Financial Inclusion and SME Finance.  Deliberations were also held around the new G20 2023 Financial Inclusion Action Plan (FIAP) and Update of the GPFI Terms of Reference (ToR) 2023.  

The meeting saw active participation from G20 member countries, invitee countries, and various international and regional organizations participated in the meeting.

During the meeting, the members agreed on the new G20 2023 Financial Inclusion Action Plan (FIAP). The meeting also saw finalization of SME Digital Financial Services Regulatory Toolkit and Update to Leaders on progress towards the G20 Remittance Target. Members also agreed on updated GPFI Terms of Reference (ToR) 2023. These outcomes will be further presented to the G20 Finance Ministers and Central Bank Governors (FMCBGs) for their approval at upcoming meeting to be held from July 17-18, 2023 in Gandhinagar.
